Because of the poor service, many people use the privately owned street phones, as well as cellular phones, to make calls. Net-phone is the best option for calls to the United States.
It´s highly reccommended to buy a 2 or 5 dollar phone card from Bell South or Porta (Porta is cheaper) which are available almost everywhere. If, by any chance, you can´t find a card phone, or only of the card you don´t have, almost any place that sells thing (restaurants, furniture stores, especially "Viveres" or convenience stores) are usually happy to let you use they´re phone for a fee of 20 to 30 cents.
The cheapest calls, whether local, inter-provincial, or international, are made at the offices of Andinatel (the national phone company).
Collect calls are possible to a limited number of countries. In the Andinatel offices, the call will be connected for you; from private phones you can connect with an international operator by first dialing 999, then the country code: USA (AT&T - 119, MCI - 170, Sprint - 171)
Web-based phones like Net-Phone and dialpad.com are revolutionizing international calls to the United States. Many of the Internet cafes in Quito support Net-Phone. The Internet cafes generally charge about 25 cents per minute, this can add up but it's much cheaper than calling with a calling card or collect.
